About NDRA

From South Street and the Downtown Mall to the 250 Bypass, and from McIntire and Birdwood Road in the west to Kelly Avenue in the east, North Downtown is located in the heart of Charlottesville.

The North Downtown Residents Association is our neighborhood’s voice in matters of community and neighborhood concern, uniting the thoughts and concerns of many into one voice that speaks for the neighborhood as a whole. We need your ideas, your suggestions, your help, and we welcome your support.

Unless we make our opinions known on issues of common concern, neighborhood interests can easily be ignored or simply taken for granted. The NDRA serves as a clearinghouse for information, a forum for discussion of neighborhood issues and a vehicle for making our concerns known to those who make decisions. Join us and make your voice heard.

Celebrate 250 – Charlottesville 1726 - 2012

"Where I Live… Stories from Yesterday and Today
Think about where you live. Why does it look the way it does? Who created it? What is it that brought you there? Every place has a story and every story has a place. But places cannot speak for themselves. We can only truly understand the meaning of a place – a neighborhood, a community – by sharing its stories.

The Where I Live… Stories from Yesterday and Today series invites neighborhood residents and the greater Charlottesville community to gather together and talk about where they live. Each discussion will focus on one unique neighborhood, looking at which stories underline the meaning of the community yesterday and today.

The programs take place from 3 - 5pm on the last Sunday of each month at C’ville Coffee and will feature a short interactive presentation before the floor is opened for discussion. (The Where I Live… series is a Celebrate250 event and is sponsored by Charlottesville’s Historic Resources Committee.)

More info: charlottesville.org/historicresources or (434) 970-3333. You can also read about future discussions at celebrate250.com.

Amended Snow Removal Ordinance

The Snow Removal Ordinance (Section 28 -26) has been amended to require a property owner to clear snow/ice from all sidewalks fronting his/her property within 24 hours after a snowfall. Clearing includes the side-street, if you own/live on a corner. The City Manager will decide when 24 hours has ended. Clearing is defined by ADA regulations and so one shovel-wide clearing is not considered adequate.

If it is not cleared, you will be issued a notice. Failure to comply will trigger clearing by the City or a private contractor hired by the City. You will be billed the cost. It may be costly. A violation “constitutes a Class 1 misdemeanor punishable by jail time or a fine or both.”

If medial reasons, age or other factors will not allow you to clear sidewalks, the City has a list for “snow removal assistance.” Check the City web site http://www.charlottevsille.org or call 434-970-3700 to be put on the list or to volunteer to help clear.

Court case regardng 250 Interchange and McIntire Park

On Tuesday, February 22, 2011, the Coalition to Preserve McIntire Park took legal action to prevent destruction of McIntire Park and surrounding historic sites from the construction of the proposed Rt. 250 Bypass Interchange.  This action seeks declaratory and injunctive relief for violations of federal law by the U.S. Federal Highway Administration (FHWA) in approving and providing federal funding for this interchange.  CPMP contends that actions taken by the FHWA have violated Section 4(f) of the Department of Transportation Act and the National Environmental Policy Act.

Estimate on how the case will progress in the coming months:
- Judge Moon has been assigned to the case. (Federal District Court)
- The judge will only consider evidence already in the administrative record.
- After reviewing the evidence, the judge will issue a “scheduling” order. (This is a meeting of the attorneys in his chambers to discuss the legal briefs)
- He will then decide whether or not to move the case forward, i.e., a Summary Judgment
- This will not be a jury trial.

Please consider saving the park.
To make a tax-deductible contribution, write a check to The Sierra Club Foundation and on the memo line “Preserve McIntire Park Litigation” and mail to:
Sierra Club, Piedmont Group
P.O. Box 5531, Charlottesville, VA 22905
Thank you for your support.

Water/Sewer Rates INCREASE

Regardless of whom you are owner, renter, socioeconomic level, employed, or student the water/sewer rates are increasing and you will be paying more. Water/sewer treatment centers are/will undergo renovation - add to this, the Federal mandate to clean the Chesapeake Bay.

The RWSA’s “50 Year Water Supply Plan” will have huge implications for our cty. The plan consists of building a new and larger dam at the Ragged Mt Reservoir and building a 9 mile pipeline. City residents and those in the urban ring (county) will see drastically increased water/sewer bills for years to come, far into the future.

A major portion of the pipe-line route is not viable and so there is neither a route, design or cost available for this necessary component of the plan.
